Richard Locastro is a Principal in Gelman, Rosenberg & Freedman’s Non-Profit Tax Department. Mr. Locastro has over 15 years’ experience providing tax services to tax-exempt organizations. He was the Senior Manager for KPMG’s Exempt Organizations Tax Practice for the Baltimore/Washington region and KPMG’s National Director for Nonresident Alien Tax Compliance.  He spent five years in a National Tax office with Big Four firms, including three years in KPMG’s Washington National Tax office where he provided tax consulting services to tax-exempt clients across the country. His clients included private foundations, colleges, universities, healthcare organizations, museums and other large nonprofit institutions.  Prior to joining Gelman, Rosenberg & Freedman, he spent three years as the Senior Director of Tax Consulting Services at Arctic International LLC, where he provided nonresident alien tax consulting services to colleges, universities, and other tax-exempt organizations.

Mr. Locastro has extensive experience assisting clients with a broad range of exempt tax issues including: unrelated business income tax analysis; private foundation excise taxes; Form 990 and Form 990-T preparation and presentation; intermediate sanctions analysis, payments to/from controlled subsidiaries; nonresident alien withholding and reporting requirements; foreign grantees withholding requirements; IRS dispute resolution, exemption application assistance and private letter ruling request submissions. 

Mr. Locastro is a frequent speaker at national conferences on tax-exempt organization and nonresident alien tax issues. He was the primary author of the Form 990 and 990-T chapter of National Association of College and University Business Officers’ (NACUBO) book entitled A Guide to Federal Tax Issues for Colleges and Universities. He has also authored articles in the Exempt Organization Tax Review and The Tax Adviser and has been quoted in Tax Notes Today on several occasions on exempt organization tax matters.

He received his B.S. in Accounting, Summa cum Laude, from Le Moyne College, Syracuse, N.Y., and his J.D. from the University of North Carolina, Chapel Hill.
