Richard J. Locastro, CPA, JD is a partner with Gelman, Rosenberg & Freedman CPAs where he oversees the firm’s team of tax professionals who provide consulting and tax compliance services to more than 500 nonprofit organizations. He coordinates tax planning, consulting services, return preparation and representation on IRS audits. He is a member of the American Institute of Certified Public Accountants’ Exempt Organizations Tax Technical Resource Panel (TRP) and the AICPA National Not-for-Profit Industry Conference Steering Committee.
Mr. Locastro has worked in public accounting since 1986. Prior to joining GRF, he served as senior manager for KPMG’s Exempt Organizations Tax Practice for the Baltimore/Washington region and KPMG’s national director for Nonresident Alien Tax Compliance. He also spent six years working in the Washington, DC National Tax Offices of KPMG and PriceWaterhouseCoopers. His clients included private foundations, colleges, universities, healthcare organizations, museums and other large nonprofit institutions.
Mr. Locastro has extensive experience assisting clients with unrelated business income tax analysis, private foundation excise taxes, Form 990 and Form 990-T preparation and presentation, intermediate sanctions analysis, payments to and from controlled subsidiaries, nonresident alien withholding and reporting requirements, foreign grantees withholding requirements, IRS dispute resolution, exemption application assistance and private letter ruling request submissions.
Mr. Locastro speaks frequently at national conferences including at the 2015 and 2014 American Institute of Certified Public Accountants’ Not-for-Profit Industry Conferences, the Greater Washington Society of CPAs’ Not-for-Profit Symposium and in a series of roundtable discussions on the implications of the new Form 990 on tax-exempt organizations.
