Webinar Series: Indirect Rate Toolkit for Nonprofits with Federal Grants

If your nonprofit receives funding from a federal grant (either directly or via a sub-award), you should take proactive steps to recover the maximum amount of indirect costs for your organization. Join GRF CPAs & Advisors for a four-part webinar series providing nonprofit organizations with everything they need to know about indirect rates under Uniform Guidance (UG).

This series of one-hour webinars is designed to guide participants through every important aspect of UG indirect rates and allocations, including consideration of how receiving a Paycheck Protection Program (PPP) loan can impact your indirect recovery rate. Participants will come away with a better understanding of the cost principals under UG and have the opportunity to participate in a practical exercise to build an indirect rate. GRF’s presenters will also highlight important changes and new options for indirect rates under UG.

The sessions will be presented by two individuals with diverse professional backgrounds to bring the most value to attendees. Paul Calabrese brings an extensive track record of working for federal agencies, as well as several years spent preparing over 100 NICRA rates and advising organizations through the negotiation process with many different federal agencies. Joe O’Meara adds the auditor perspective with several years auditing indirect rates. Federal agencies rely on the audited financial statements as the starting point for the negotiation process and require audits to verify the rate in the UG audit annually. Mr. O’Meara will share practical knowledge based on his experience with successful negotiations and where he has witnessed organizations run into issues.

This series is designed for grant administrators and legal, accounting and finance staff who work for federal, municipal, institutes of higher education, hospital grant or sub-award recipient organizations who are either new to UG or need a refresher.


Part II – Subpart E: Cost Principals Under Uniform Guidance

A proper understanding of what the U.S. government considers an allowable cost is critical to maximizing your cost recovery under the Uniform Guidance (UG). Therefore, the second webinar of the Indirect Rate Toolkit for Nonprofits with Federal Grants series focuses on the federal grantee’s efficient and effective administration of the award through sound management, including accounting practices consistent with the cost principals under UG and proper documentation to support costs charged (directly or indirectly) to the federal grant.

Part III – Practical Guidance for Building an Indirect Rate for Nonprofits with Federal Awards

Building on the first two webinars in the Indirect Rate Toolkit for Nonprofits with Federal Grants series, the third session will provide a nonprofit federal award recipient as the example and walk participants through how to build an indirect rate using the Department of Health and Human Services (HHS) Indirect Cost Rate Proposal template. The example will use the post-audit trial balance and the Statement of Functional Expense (SFE). Although each federal agency has a slightly different process, understanding the core concepts covered will benefit participants regardless of the agency with which they negotiate.

Part IV – Mechanics of Building an Indirect Rate from a Statement of Functional Expense

During the final webinar of the Indirect Rate Toolkit for Nonprofits with Federal Grants series, participants will be guided through the development of  an Excel pivot table with a Statement of Functional Expense (SFE) to demonstrate the various reports required for an indirect rate proposal.

Using the SFE, the presenters will make modifications to conform to the Department of Health and Human Services (HHS) model template (Schedule C) to prepare three alternative indirect rate calculations for the nonprofit using their negotiated indirect cost rate agreement.
