Have you been to the US Department of Health & Human Services’ (HHS) Program Support Center (PSC) website lately? You may have noticed that their Cost Allocation Services landing page is down.

The Cost Allocations Services website has historically provided valuable information to nonprofits, colleges and universities, and state and local tribal units of government seeking a Negotiated Indirect Cost Rate Agreement (NICRA) with HHS. The site also provided additional information about HHS’ five US regions, where to send indirect cost rate proposals, and a list of indirect rate negotiators.

While HHS has indicated that they are working on a revised Cost Allocation Services website, nonprofit organizations can utilize the following templates for submitting their indirect cost rate proposal.
